In books Dusty was properly introduced only in 3rd volume (after civil war arc). OVA adaptation expanded his role so Yang could have a friend to talk with, when Casselnes is not around. Same was with Konev, so Poplan could have a buddy for friendly banter. In books Konev didn't even have any lines

Old OVA design probably the only one where he was done right - a good balance between handsome and beautiful. Other illustrations tends to do him too effeminate, and in the new adaptation he is simply homely and bland
