Am I the only one who wants a light hearted, happy romance story about two fun, interesting characters who fall in love, go on dates, support each other emotionally, hug, kiss, and eventually fuck?
It feels like nearly every romance anime ever made gets stuck at one point in the relationship. Either it's about endless flirtation that never goes anywhere because of contrived misunderstandings, or it starts with the confession but they never get more physical than hugging.
I want to see them flirt and talk. I want to see them get to know each other. I want to see them realize they feel the same way. I want to see their trust in each other grow. I want to see their first awkward sexual experience. I want to see them snuggle. I want to see them live together and learn to work together. I want to see them learn each other's weird fetishes. I want to see them support each other through the troubles of daily life. I want to see two people learn to understand, love, and give themselves to each other completely and totally.
Does something like that exist and I just don't know about it?
Look for it in manga. While not exactly plenty, it's much more common there in comparison to anime.

There is a very simple rule to maintaining your audience if you tell a story over a longish period of time: Don't change genre all the fucking time. If people start following your drivel because they liked the beginning, then you better make sure that 6 months later, you are still serving the same stuff. And another 6 months later, you better not change the recipe.
If you want a story with lots of development, you should look for stories that are relatively short, or self contained manga tanks.

Flirting is fun because you look forward to the confession. Dating is fun because you look forward to the relationship developing. Right? So why not deliver what people want sometimes?
It just seems so bizarre that you have so much content designed to give people instant gratification, but within that a genre built entirely on blue balling and failing to fulfill expectations.

It does exist. But you should probably try fanfiction. I think the majority of non-sexual Touhou doujinshi are basically relationship porn.
