I'd say the problem is the other way around. It's always obvious who will win, because it has to be the most bland and wide appealing character.

The characters that people really enjoy always have unique and interesting character quirks and flaws that aren't generally seen.

Chitoge has some pretty trademark tsundere traits, however, they couldn't really flesh out the backstory very well. When you think that Onadera has the childhood friend backstory, and Maria was literally promised his hand in marriage, it's hard to reconcile that with someone who feels "just there". Not to mention, because she's so vanilla so were her episodes and arcs. I remember thoroughly enjoying the Maria studying episode because we finally got to see the normal shit she got up to at home.
