An excessively high budget can lead to more expectations on staff, but I haven't heard of staff complaining about having too much money since anime is mostly cheap.

The only anime I know that had incredibly high budget was FLCL. Anime studios never say how big is their budget.

The amount is irrelevent, what matters is the staff's ability use it. If you give a huge one to people who are used to small budgets, they're gonna fuck it up and make something worse than what they would have made with small one.

Budget does not matter as much as staff and scheduling, and there's not much reason to talk about budget. Or rather speculate on it, since we almost never know what the budget is beyond industry averages.
