Its difficult to tell honestly, especially since his idea of "stay there and your love will fade" would happen regardless of Sensei having the love substance or not, simply keeping the gems away from him for a while for the first time in their lives would make them see Sensei in a different light, plus all the Lunarian influence.
But despite that I think its true, if only because the Lunarians themselves and Ventricosus seemed attracted to him. That said, the gems would probably love him as a father figure anyways.

As much as we can say their love for him is fake as it is induced by Sensei's technology, the end result is not much different than unconditional love children have for their parents.
Or, we could say that just because it's explainable with how Sensei was made to work it doesn't mean it's fake: romantic love in humans is just the evolutionary consequence of needing a reason for the couple to stay together and breed once the primal need for them to be together(defending the pregnant partner from predators and giving guide to the newborn so that he can grow to breed again, making the specie go forward) is gone due to technological evolution.
We can explain why it's there and how it works, and even if we can technically reduce it to something biological, it doesn't mean its fake.

Also what is this raid going to really accomplish? Pads through the entire chapter does not seem happy about the situation at all, and I doubt he will keep going with phos' shenanigans. It's plausible, but I find it hard to believe that it's fully artificial, given how Sensei does seem to act genuinely compassionate towards them, as far as he can do so. It would be interesting to know if gems have previously resisted that influence as Phos seems to have done (even though Phos does still remark that she still loves him). Aechmea's remarks make It seem like Sensei might have tried to get the gems to abandon him beforehand, but they kept coming back?
This all makes Sensei sound quite sinister, but it's hardly his fault, either, if he was literally made to make people love him. That can't be good, not knowing whether your relationships are genuine or not.
Also, I don't think Aechmea is going to give good news as far as the restoring gems from dust thing goes.

So what do you guys figure will happen with the reforming of gems from moon dust? If the Lunarians can't do it, that basically loses them the entire gem populace as potential allies, either that, or they'll lie to them saying they can do it when they can't, though I figure some of the gems would want to see results before they REALLY change sides.
IMO getting the slugs to ingest the dust seems like the best idea, since Phos was completely broken down by Ventricosus and still reformed fully in her shell. It'd just be a bit more complicated in this case because you'd probably have multiple gem types in one shell
