there are a few spots which only pharah and a few others can get to, that being said if you could just chill on top of all buildings you would pretty much never have to be on the ground ever and that would make Pharah almost invincible against a few other characters.

Its all about picking the right time to pop up into the air and knowing how to manage your fuel to stay up there as long as you can/is needed.

Yes, and? When I play, say, New Vegas, I can play "high mobility, low health, low damage", or "low everything, high utility", et cetera.
