I love D. Va but she sucks desu, awful ult, terrible damage and the obscene headshot box on the mech really kill her.

Never try to take people head on. You should be constantly boosting behind the enemy lines. Flank, jump somebody, boost to health pack, repeat.

She can't shoot during it, familia. Anyways, her normal kit isn't the problem - her abilities (ult aside) feel great. Her general combat ability is the issue.

All she really needs to be viable is to actually be able to move when shooting. It's pathetic how easily people can escape her.

Play a tank that takes skill.

She's listed as a "tank" but she really isn't, as tanking head on will have you ejected from the mech in less than 2 seconds

your job is basically just to flank, disrupt, try to get people to follow you to tight spaces, etc.

To further illustrate the point, right now Winston one-ups D. Va at literally everything she can do. He's nearly as mobile as her thanks to the Jump buffs, his bubble is far better than Defensive Matrix for protecting a team, his ult does area denial way better and actually feels fun to use most of the time, he deals AoE damage at roughly the same effective range as D. Va, and he can actually keep up with the backline targets he jumps on.

It's also AWFUL that D. Va does not revive in mech during Mercy rez. Seriously so fucking stupid. There's literally no reason for it.

Her normal form should also have some (weak) abilities.

This. Even if it was sub-par, I'd rather have fun playing as her with her gun and not her ridiculous gundam

The sad thing is that Plugsuit D. Va actually constitutes far more of a combat threat than the mech, if you can aim well.
