What's the refresh rate for your display? Killer Instinct had a similar issue, it was later found out that they tied the frame rate to the refresh rate for some reason, it might be the same problem.

the game actually seems really good, the level of graphical options is extensive and impressive. Also the dynamic rendering and resolution is interesting too, I assume that's what the Xbox version uses

I'm pretty sure anybody who really gives a fuck about Forza already bought an Xbone for Forza 6 and Horizon 2. Why does this even exist on the PC? It's not even the same game. It had a piddly amount of content compared to the Xbone version and there isn't even any online modes. If you're gonna port over a game at least port the real thing.

From what I read, atm only controllers are supported, but before summer there will be wheel support.

Alternatively you can use something like XInput or something to redirect the Xbox controller to a wheel, even if it doesn't play like the real deal.

Never heard of anything like that, sounds works fine for me. But then again Gigabyte offers specific Windows 10 audio drivers for my MB on their support page, so obviously I have installed them before hand.

Yes they could, by not making directx 12 win10 exclusive.
There's nothing in directx 12 that makes it capable of running in one OS but not another, other than the fact that they decided not to.
