Taking design into account, DotA2 would win because they have "toxic" designs like mana burn, healing, and 3+ second stuns. Zeus with refresher takes everyone in LeL down to 20-50% health.
S2's nerfed everything in the game, pretty much. Everyone is much weaker now, especially damage wise. Zephyrs tornadoes don't even deal 15 damage a second anymore.
Realistically if the two were killing to kill each other Tony would curb stomp

yeah they are, the average league champ has extremely high mobility even without summoner spells and will usually have two skills that combo together for much higher damage at level 2 than all but a few dota heroes.
AP heros that have 2 or more aoes could wipe entire dota teams on their own as there is not enough magic defense in dota to match league AP stacking and magic defense piercing.

DotA2 has magic immunity fuckface. Not to mention magic damage reduction can be as high as 60%. AP Heroes wouldn't be worth jack shit.
Dota can just ravage multiple times and clear out League scum like napalm in Vietnam.
Stats are much more important as of last patch in Doto. You're missing out in +14 to every stat (which is worth more than 2k gold in DotA2) with those 7 levels removed.
So yeah, the level difference is actually pretty important.

Is it going to be the same scaling on DotA heroes and items, or will they be nerred/LoL champs+items buffed to compensate?
And what size map are they playing on? DotA or League? And will the distances of the abilities and times be scaled down for DotA/up for LoL?
If there is no pre-fight balance, DotA just flat-out wins because the DotA numbers are ebtter. Pudge's hook deals as much damage as most League ults. Magnus's ult, hell, even Tidehunter's ult, would be far too powerful. Most crits would need recaling, base damage would need rescaling, basically all abilities would need rescaling....
I mean, the only hero from DtoA who jumps out at me as a fair approximation of a League champion in strength is probably Shadow Demon, and even then, he's got a lot of bullshit League champions couldn't counter well.
Also, the easy availability of invis within DotA would probably be a problem as well. Heroes like Broodmother, Riki, and Bounty Hunter would probably be near-impossible to counter for most League champs if their invis detection doesn't receive a boost.
Overall, I think DotA probably has the advantage, because again, the items and abilities scale better and deal more damage, and because DotA uses mechanics that League champs would struggle with.
But beyond that, even if all that is changed and accounted for, DotA has a more diverse roster with unique abilities, which would probably give them the edge in any head-to-head fight. League ability kits are notoriously cookie-cutter, which means that while there's technically a could hundred LoL chamions, there's really only maybe a dozen different LoL archetypes--in comparison to DotA, where just about every hero has a unique niche that no other champion can replicate. That unpredictability would proabbly give DotA heroes the edge. Just think about someone like Garen ambushing Meepo--and not realizing that his ass is about to meet another 4 Meepos who are popping in from everywhere else on the map.

What I'm asking you is if 18 levels in Dota is the same measure of power as 18 levels in LoL, or if LoL champions get more stats per level or something so the dota cap would need to be somewhere between 18 and 25 in order to balance out. I never said anything about stats not being scaling.

That's not even comparable, since LoL doesn't have strength/intelligence/agility gain. If you look at the raw benefits from stats, yes, DotA2 is more advantaged by the extra 7 levels, since it equates to 200-500 extra health, 25-50 extra damage, 3-12 extra armor, 250-600 extra mana, and so on.

Not sure how DotA is going nowadays, but the last year of League changes have completely killed the game for me, so I guess right now both are complete shit.
That's not an accurate comparison, Dota has 'quantity' it's just a different kind.
While League has more champions in Dota you got shit like Meepo and LD who literally bring 4 or 1 extra. Terrorblade, Arc Warden, Naga Siren and Chaos Knight are also multiple heroes in one when used right. Invoker also has like x3 the amount of abilities.
