He even stated in one of his own movies that the government has no deal messing with his affairs.
He also did nothing about vision after he team killed.
Cap was right about it should be him to bring in bucky as he knew he was mind fucked and probably had the best chance of getting him in safely.
In the comic, Cap had a viable reason for going against it, Maria Hill (then leader of shield) effectively asks him to hunt down his friends, before the act is even signed, he hesitates, and she makes shield agents pull guns on him, taking away his freedom to choose, he escapes like a badass, and then tries to rescue heroes who are being hunted down, its only later in the final battle when he realises the collateral damage, and public fear he caused, he surrenders, because he realises he's no longer fighting for the right reasons.
In the movie, he walks around like a retarded person, completely ignores all the footage of cities crumbling, thinks Scarlett witch killing a whole office floor full of people is perfectly excusable, and then goes on his little campain in order to further incriminate a criminal, by hiding from justice, even though iron man would have at least made sure he had a fair trial and whatnot. Movie captain america was bullshit.

I'd agree with you on the comparison however some points made me tick.
He didn't say he didn't care about people dying in Nigeria, but 1) a lot more would have died if Crossbones had exploded in the middle of the crowd 2) he says clearly when discusses it in Wanda's room that it pains him but he can't let that him stop him doing his job.
And in the end, Tony sure as hell didn't want to give Bucky a fair trial, he clearly wanted to kill him.
I'll still agree that the whole "Sokovian Accords" point, which could have been reeally great, was glossed over in favour of "Muh Friend!", which made Cap look single minded and stoic. We barely have any real infos on the two, we can't really relate to a friendship we barely ever saw.
Tony's ideology is better but when I was actually watching the movie I found myself not caring about anything that was happening.
No one is even going to kill anyone anyway, every important character has plot armor.

Did you watch Winter Soldier? The entire point was giving governments/organization the ability to nuke everyone/anyone globally is a fucking bad idea.
Oh come on, Bucky and Cap's relationship was fairly well developed, both through the first movie and flashbacks in Winter Soldier.
Tony trusts the government more than individuals because all the villains in Iron Man were individuals.
Cap trusts individuals more than government because all the villains in Cap movies were government.
It's a complex issue right? On one hand you really can't have these guys being autonomous, because even with Cap as the leader the 0.01% chance he goes bad could be world ending.
On the other, putting a weapon like the Avengers in the hands of people with an agenda could cause terrible problems. "Oh, the UN is mad at Iraq, we will not lend Avengers support as the supervillian nukes them."
I tend to lean team Iron Man, working within the system... But it is a tough question.

Yeah, but Tony would never have found out about Bucky, and wanted to kill him, if Cap hadnt dragged him all the way out to the Bunker. Had Cap helped bring him in peacefully it wuld have been all fine and dandy.
It also annoys me the director didnt have the balls to kill off war machine, meaning that whole scene had almost zero weight to it. 'civil war' and not one major character dies? pfft.
How does Captain America's shield do damage to things he hits with it if it absorbs all kinetic energy?

This was my only major let down. I thought for sure Bucky was going to kill Stark when he was ripping out the arc reactor near the end. Imagine Cap dealing with that, Bucky killing a friend even if it was in self defense.
I guess they wanted Tony for Avengers 3 too much... Even though it would be a good out for the studio with RDJ not wanting to do it much more.

Killing him off would be a disservice to his character. Despite what you might think, there are actually character arcs that develop for these characters across multiple movies. Tony now isn't the Tony at the start of IM1 or even end of IM3. Same goes for Cap.

There's nothing to even spoil. No one dies and nothing noteworthy happens. It was just a watered down version of the source material.
But do they -have- to have a character die? Quicksilver died in Ultron yet was handled horribly and was just cheap drama.
I think the marvel UN is more likely to be effective if its peacekeeping units are pulling a watchmen and just vaporizing serbs and boko humbug with super powers.

That and the Sokovian accors is just glossed over in 2 mins, where it could have made such an interesting plot.
I kinda wanted Cap to die, just so rhat it rustled the MCU a bit, bring some change yanno, or better yet, have both him and stark die. Bucky becomes the new Cap (sorta), now that could have been interesting.
