I enjoyed it, but those video effects made it hard to pay attention to the story scenes with my screen flashing every 10 seconds like a fucking strobe light.

The shooting feels decent I guess, but the mechanics make no sense. You have those amazing jumps but most of the time they are simply useless compared to the old sit down in the cover and pew pew. Apparently they were better in the old games, but I don't know because like I said I only played 3.
The game cannot stop throwing cutscenes at you, it's corridor - cutscene - corridor - cutscene the whole game. Said cutscenes cannot be skipped because they are used to load shit up. So you have to watch the story wheter you like it or not, which wouldn't be so bad if every single charact wasn't insufferable like in every fucking rockstar game. After every cutscene you spawn with a handgun, regardless of what you had before. Why? cause fuck you that's why.
I ended up selling this shit for 5 bucks and bought singularity instead. That was a cool shooter.

TL:DR.
Max Payne gets way better when you beat the game and fully learn it's valued mechanics. Even has a game mode that skips all cutscenes.
Started playing 1 & 2 and 3 just has the best gameplay and choreography out of all them. Probably most people complained because it was just too hard or didn't understand how to create the fluid combat through the use of Bullet time and shoot dodge.
