So people have assumed she can go full human, if only for a little while.
But it's possible that, if she's really based off the bakeneko, that this is as human looking as she can get, or that there would still be a tell if she did go full human.
In any case, she wants people to accept her kind and the less dangerous darkstalker races for what they are, so she doesn't have too much incentive to really go full human as an adult.
And as a child, she likely didn't have the control.

Not really any reason for it to show up in-game, I guess. The transformation to and from cat is more dynamic and thus makes for more interesting intro/winpose animations. If anything, it's the sort of thing I'd expect them to show in a random official illustration in some book (you know, like the one of Akuma selling fruit?), but there isn't actually one to my knowledge.
