Nah, budget doesn't matter, that's why it's always slashed in favor of marketing in the west.

It's mostly due to Japs being lazy and technically incompetent and their market base not caring because they are more concerned with how cute the anime girls are than how polished the game is.

Get rid of your expectations of realism in a video game. Just let it go and let your imagination do the most of the work. Its simply cost prohibitive to polish every nook and cranny to perfection and is the reason AAA game suck so much shit these days.
