Using your entire body weight to bring the head down will have much more of an effect than just pushing down on it.
Also it just looks more like a finishing move than a simple knee to the face (remember this is a WWE move)
That animation really doesn't do the move any justice.
But he'd be pulling upwards, so his chin wouldn't just slam full bore into her shoulder. He's resisting it, and she's not pushing her shoulder up at all. She's basically just dragging on his neck. If she used her knee she could impart more force by kicking the knee up, also a knee is a harder surface than a shoulder.
Also, if her ass is that fat then she'd have a thick fat pad on her shoulders as well, so it wouldn't be that hard a surface to impact.
