I'm still salty that adelheid was never a thing in XIII. You could put together an 'operatives' team from Heidern, Vanessa, and Seth, since they all worked together in XIII's story.

What games was she top tier in? The only one I know of is the original KoFXIII arcade version, but I'm not familiar with tier lists for most of the series.

She was God Tier in XI and I think top in 02 vanillia. Still good in 02UM.

Yeah, I've been watching the nishinippori 02UM weeklies and noticed that Kula gets picked occasionally. There are also three or four players who pick nothing but K', Nameless, and Kasumi, so I have to assume those are the top tiers.

That's correct. slso Heidern is borderline broke in 02UM

He also seems ridiculously strong. One guy who plays Mature, Xiangfei, and Heidern usually makes it through a few matches by losing Mature and Xiangfei to the other guy's point character, then reverse OCVs with Heidern.
