I didn't enjoy the combat in WL2 when it came out, there was next to no variety in combat skills and the AI was dumb as shit running into my bullets, I eventually dropped it.
It was a huge deal for me since there was LOTS of combat.
Did they fix it in the DC?
I highly enjoyed Underrail's combat however, played as melee cut-throat PSI guy.
Exploration was nice too, the lack of a map added to the experience since I was getting lost and started to draw my own map on a piece of paper.
They're both fine. Wasteland 2 for better writing, UnderRail for better start-to-middle combat. I say this because late game becomes boring as fuck.
Wasteland 2 suffers from stilted character progression while UnderRail has it in spades. If you're hoping for Fallout 2 levels of RP'ing though then you're shit out of luck. UnderRail is kinda like Diablo-lite in that regard.
Dunno about wasteland but underrail was really focused on combat and exploration. There's not a lot of dialogue or anything. It's also autistically difficult, there's no room to fuck around if you don't want your ass handed to you

underrail is an incredibly fun and well-paced game until you get to the end-area and then it stops you dead in your tracks. at this point unless your build is picture-perfect you're better off starting the game from scratch and minmaxing as hard as your inner munchkin will let you. the story also follows the difficulty cliff and goes from a slowly escalating narrative about the tensions surrounding the communities and politics of the underrail, to E.Y.E-tier fucking mental turned up to 11. A good game if you're into a hardcore mindfuck that is also a hardcore assfuck. otherwise pass, you'll only be disappointed and frustrated.

Age of Decadence has everything you need in a proper RPG. It has dialogue options out the ass for RPing, combat (Albeit hard to get used to) is actually very well done and has a pretty decent amount of depth when you start realizing how different weapons handle and how they will alter your strategy, not to mention the various moves they give you and how they interact with people in different types of armor. There are 9 factions, and about 15 different endings. You can literally switch sides at most points in the game if you feel like being a backstabbing traitor. Age of Decadence is one of the best old school RPG's on the market currently.
Now, to OP's question, they're both good games depending on what you're looking for. As people have said, Under is a lot more mechanically focused on adventure and combat, but W2 has more Roleplaying and dialogue. They're both good games, I would play them both.

Having played DC, it's a lot more palatable thanks to some UI improvements. There's still a LOT of combat though.
Wasteland 2 is extremely janky OP, from its graphics to gameplay to story, but it's got its charm in places. It was just interesting enough to carry me through its 50 hour campaign. Its no classic though.

That's a fair point, I suppose it boils down to what you're truly looking for in an RPG. I enjoy my choices coming back to bite me in the ass because it makes me wonder how things could have gone differently, and that makes me want to play again, but in a different way, with a different build. As such, when I do look for a good RPG I try to find ones that have choices and consequences as often as possible.

I had to cheat to escape that glitched bullshit. Got to the next area and my sniper was hit in the head from across the map by a dude with a shitty pistol. Instantly killed. Fuck this game.

I personally preferred underrail. It was challenging the whole time and it always felt like an achievement when you finally got past an area/killed an enemy. The Story and lore behind underrail is also really good.
Wasteland 2 is pretty good, but much easier with a worse story and cringy voice-actors. Still a fun game though.

Enemies can move way too much per turn and sniper rifles have laughtably short range.
Well underrail has better combat and arguably better exploration.

I start suffering from withdrawal whenever there's no good RPG threads on Sup Forums for more than a day.
Wasteland 2 has generally better writing and a lot of the jankyness and bugs that were present in it on launch I didn't notice in the Directors Cut. The combat is alright at first but it gets kind of stale. A lot of the areas aren't vertical enough to make the combat interesting. Still good enough to warrant playing.
Underrail has mediocre to awful writing but great character customization, good combat (until the end of the game), and is fun to explore. Its closer to Fallout 2 than Wasteland 2.

Not him, but I'd say Underrail's problem is that it lacks any and all charm that FO1/FO2 had. It's how I'd imagine Ulillillia would write an RPG
the stroycraft and worldbuilding itself is pretty good, but the actual dialogue and narration is verbose, littered with typos, mistranslations and awful choice in words.
The translation is not the greatest, lacks flavour as a result, as is purely functional in getting its point across. The setting is usually interesting enough to carry it, but the writing itself could often pass for machine translation.

Underrail dev is a pretty nice guy.
Games almost never make me laugh, but underrail pulled it off when I first talked to that one junk-salesman guy who wanders around from store to store in core city.

Underrail is an amazing game.
Also, I disagree with . The final area's biggest problem is hardly that it's impossible for certain builds, it's basically the exact opposite. Literally any build can do that area without any issues whatsoever, and I mean it. Even if you maxed Persuasion/Intimidation/Mercantile every level that place is a cake walk. The final boss can be near impossible for a few builds, but most can pull it off pretty well even on the hardest difficulty.
The end-area was tweaked ages ago user, it's much more managable right now.
Crossbow builds still have some problems, but you can farm Deep Worms to make a fuck ton of corrosive acid bolts so it's not that bad.

Don't even get me started on the lore of it all. It took me a lot longer than I care to admit what the setting actually was, and how everything I had done affected it all. Playing through on a second, and even third character was completely different and let me see the world from new angles each time

There is a secret ending no one found yet. Not even those who tried to data mine it. It's not there with the rest of the endings, at least. But it might not be related to anything important, or maybe Styg is fucking with us and the secret is a lie. Who knows.

I don't know how long UnderRail is, but WL2 can easily take you 80 hours to finish if you do everything.

WL2 is a solid 4/10. Only merit is an okay story, the rest ofthe game is janky with horrendous combat. Ugly as shit too, F2 honestly looks better, just style wise at least.
Underrail is pretty good. I actually ended up really liking the lack of a party. Lore is cool and story is pretty okay. But the game part is really fun, lots to explore, combat is good.
