Mercy only seems to be considered better because she ends up getting more PotG's whenever she rezzes 4+ people. However, her heal is fairly limited as she can only focus on one person at a time and is unable to engage in combat while also healing. Her combat ability is mostly garbage, with her pistol being the weakest DPS in the game. Mercy does have the damage up option, but it seems like it could be entirely negated by a discord orb from a Zenyatta; a hero that can do that damage up while also being able to long range snipe people with orbs /and/ heal individual targets with no cooldown to switch healing orb targets. The only thing Mercy has going for her is her ult, but it seems hard to justify over being combat viable.
Lucio has a lot more going for him. His passive heal goes to an incredible range if the team has line of sight with him. He can also fight while healing making him a threat on the battlefield. His alt-fire is great for heckling and knocking people off the stage. The speedboost he has is highly underrated. Having reinhardts and tanks running around at sanic speed is incredibly powerful, and he only needs to switch to a heal passive whenever someone hits half health or lower.

I've found that my friends and I won 100% of games with both characters on our team at the same time. If you have a mercy providing dedicated healing, and Lucio providing some minor healing and buffs while still dealing decent damage, your team is pretty much unstoppable. This goes doubly true for the game type where you have to escort the car. The ability to revive all of your team mates is game changing.

Lucio is good for situations where your teammates will all be bunched up while Mercy is better when there's some distance between your teammates. It's like comparing cars and boats because they're both modes of transportation.

mercy is medic from TF2, save for a team rez you have to be able to heal or fight, not both, or it'd be broken. just be glad you can heal or buff attack with the same thing

I'd usually assess the situation. If it's a hero of important value to the situation at hand like a reinhardt died holding a choke, I'll res. But if it's a random genji in the middle of 5 people bumraping him, then no.

Seems like a waste of the ultimate. Wouldn't it be better to save it for a situation where you actually need it? Why waste it on one person when there are multiple times per game that Hanzo, Mcree or Reaper use the ultimate and wipe out half your team?

Forgot to add. I'll also assess skill in relation to team role and team skill. If that player is really good and carrying the team, then yes. If not, then no. And also even if the player is really good, but their role is largely inconsequential to the achievement of the objective,then I'll choose to res someone else with more importance.

Mercy's ult charges incredibly quickly, especially if your damage boosting someone who's effectively gunning people down.
