Yeah it has, the early arcs were pretty damn good quality for a long running shonen. I mean yeah, there's lots of long parts with no movement, but that's just what anime is for the most part, unless it's a really short or otherwise extremely high quality and expensive anime.

Lucci was a really shitty character, the worst in his entire arc. He was exceptionally strong just because they said so, he didn't have any reason to be that powerful, but he was just to give Luffy a seemingly impossible to win fight. It wasn't even a good fight because of the constant "DID LUFFY LOSE OMG" shit they pulled, then Luffy wins by ass-pull as usual but it's less impressive because he only beat a fucking cat man and it was just by making his fist really big.
That said, fuck Koala and Jozu, literally who characters that have done fuck all, when we have over a fucking decade of One Piece to draw from.
