No, all of it needs to be glued. And it's very easy to do. Painting is more difficult and time-consuming, but it can be fun. And yes, it is prohibitively expensive. It's basically the reason why I and my friends don't really play it anymore. Just too expensive to have a well-rounded army.

Actually guardsmen are skimmed from the best of the PDF, who are trained extensively considering 99% of the time they don't see active duty and have nothing better to do. Of course they still end up coming into the IG green because the PDF is a shitshow, mostly because the PDF is constantly getting the best skimmed off which leaves only the mediocre and worthless, but still. New IG recruits don't just get "3 days of training", they have to have proven themselves to some degree first.

One of the GeeDubs manager came over and helped him with the Terminators and some of the Rhinos. Every weekend he'd churn out a few tactical marines since he's pretty good with an airbrush.

Most planets remain pretty much untouched by any major conflict though. Some feral orks/local aliens to take care of with the PDF every so often but there are some worlds that are so good they are called paradise worlds for vacationing.
