Squirtle is good for gym 1, not 2, and goes on to be good from then on.
Charmander is bad for gym 1 and 2, but goes on to be really good for the remainder.
Bulbasaur is good for the first 2 gyms but loses steam, especially against Psychic/Fire later.
So, yes. Int erms of difficulty, it goes Bulb > Squirt > Charm.

But theoretically, if you're playing the game for the first time when it released, you won't know that the first two gyms are vulnerable to Grass, you won't know that Bulbasaur evolves at an earlier level, and you may not even know about type advantages at all at that point.
I mean, when you look at those things, it definitely looks like it's supposed to be easier, but a new player won't know that, and only an experienced player would. So if it actually is intended to be that way, GF would have had to predict that babbies would mostly pick Bulbasaur.
Good fire-types in gen 1: Moltres, Arcanine, Flareon, Ninetales, Charizard
Good water-types in gen 1: Starmie, Lapras, Tentacruel, Vaporeon, Gyarados, Slowbro, Blastoise
Good grass-types in gen 1: Venusaur
and that's why bulbasaur is the objectively right answer
Pretty much the only gyms You can't handle with Bulbasaur alone are Sabrina and Blaine. So yeah, Bulba is going to have the easiest time in the game

Bulba does work against the first two gyms but it's level up pool is terrible in Gen I/III so you'd end up having to build a team around it.
Squirtle is the best for in-game use, but water types are aplenty and there are many better than Blastoise.
Charmander struggles hard vs the first two gyms, but also against Giovanni. Gets access to powerful moves though so it balances out

I've never been fond of the type advantage argument because Bulbasaur's first grass move is Leech Seed, which doesn't care about type. You have to do extra grinding to get Vine Whip and by that point you're so overleveled nothing really matters.
The real reason Bulbasaur is easy mode in gen 1 is due to Sleep Powder and dumb sleep mechanics.

Greninja is easily the best gen 6er. And gen 6 starters were overall far superior to gen 5.

Psychic is the only valuable move out of the ones you listed for Exeggutor. He has a terrible grass moveset. You're either getting Mega-Drain or Solarbeam. Ontop of that, he's a slow piece of shit. Venusaur and Victreebel both had access to 100% critical chance Razor Leaf in gen 1.
Victreebel has good Attack, but his defense and speed are lower than Venusaur's. Venusaur could pull off a swords dance sweep just as well as victreebel, and was much better at leech seed/toxic stalling.
Venusaur is the clear superior here.

Pyschic is OP as fuck in Gen1. I think only two moves are super effective against it, one is super shit, and the only pokemon that use them also have poison as a subtype making them easy fodder for the psychic.
