Is Stellaris worth $40? Can I get a lot of hours out of this game?
I've heard some people saying that it doesn't have a lot of content right now, so I'm not sure if I should buy it now or wait for the expanded edition later this year

You can get a lot of hours out of the game, which is just a nice foundation right now, though, and you will be able to get many, many more hours out of the game with each expansion. Also, the moddability is fantastic.

Depends. Do you really enjoy playing really basic shit? Because that's what Paradox always does with their games - initial launch is just framework for expansions.

I do not recommend buying this game at this point. I just lacks flavor and most playthroughs feel the same. Midgame is pretty empty and galaxy conquest becomes annoying once you built up some aggression with your enemies who'll all join the same alliance so taking a planet is going to net you relatively few war score and it's going to take forever to win the wars which oftentimes lack major engagements, because the AI is literally programmed to run from you unless they outnumber you 1.5:1 which is rarely the case. This all ties in with the lack of meaningful late game diplomacy.
All in all you'll probably enjoy a single blob playthough and then start with a couple of different empires to realize it will all mostly play out the same anyways and the fact that the government and ethics are kinda imbalanced like playing xenophics is retarded when collectivists get the straight up better bonuses, techs and buildings. They've already mentioned it in the patchnotes, but to repeat it: Ethic convergence is annoying as fuck and can barely be countered besides choosing conformist at the start of the game with a fat 20% bonus. Shit like this cripples playstyles due to min/max concerns on my part. Start as xenophobic to see how by 2250 over 50% of your population is xenophile...
I'd get Distant World Universe, more content, without the weirdness of Swedish social politics.

Unless you are absolutely desperate to play this right now then wait for the GOTY or whatever edition. No reason to waste money on something that is incomplete.

You can still download the mod, just not via workshop, which was shit anyway. Not sure why this is such a big deal. Swedish company and all that. Can't be having that shit on your official page. Clashes with the ideals of their shitty culture.
Sins of a Solar Empire like graphics, but with lots more mechanics(although bland), a simple yet severly repetitive random events (for now) with event-chains, AI sector mechanic that lets the game automatically upgrade and build buildings for the planets that you want to become (Energy Credit, Mineral, Research, Military) Focused, If you want to focus on something yet cannot dedicate time for that moment [totally optional].
lots and lots of flavor text. cosmic phenomenons aren't polished just for eye-candy, end-game crisis that halts your warmongering of the universe for a moment. Fallen Empires that are uber-stronk but you can leave them alone and they you, sometimes you'll get an unlucky roll and get FE bastards that hate your guts.
Cool PEWPEW, DAKADAKDAKA, SWISHBUMBUM (Laser, Kinetic, Missile) fancy battles, and ultimately the doomstack lag. once you get thousands of ships rolling and so does the AI/Multiplayer it becomes hell to play (like watching a slideshow) you ust have to play 600 stars instead of 1000 to minimize it and start with hyperlanes FTL only. (due to wormholes/warp FTL mucking pathways when there's too many entities.)
All in all I'm enjoying it, much better than the cartoony DWU
I got multiple hours from the Blackbeard version already
Honestly it's pretty fun. I couldn't get into eu4 or ck2 but this was more accessible to me
pirate now, buy when they actually finish it
