No, there's not games that would justify a 980 Ti or the upcoming 1080, if you only play to game in 1080p60FPS. But if you're doing 1440p, or 4k, or if you're playing at 90 or even 144 FPS, you'll need something more powerful. Even CS is somewhat intensive if you're playing it at fuck-huge resolution
