Zero's world is pretty grim, but ZX isn't too bad. There are still evil guys being evil, but it's mostly okay. It wouldn't be terrible to live in as a civilian, at least.

I'd say the only peaceful era was when x was maintaining neo arcadia before he got bored and stepped down.

The world being dangerous outside towns isn't really an uncommon thing in game settings, though. Life's still definitely better than in Zero which is basically the same thing except there's only one town in the entire world and the people in charge of it will kill you if you even think of stepping out of line.
