Not really. In DX these kind of augs were reserved for the military, other para-military groups, and the blackmarket in some cases. Not for regular everyday civilians. Not even in Invisible War.

Eh, the Deus Ex Bible does say that people with augs are discriminated against and its implied the only people with them are military or government employees but its never outright said that things were always that way or that they weren't more widespread 30 years prior.

Dude the point of the trailer is to show what happened to the rest of the world after the outbreak when augs became zombies for a few hours

Augs may have been more widespread before, but it is incredibly unlikely that those were military grade augs. Nothing about the setting and the society it portrays supports this. Shit like visual interfaces and shit seem more likely, with people who genuinely needed prosthetics suffering the most discrimination.
