This is true. I beat it for the first time a few weeks ago and it was mediocre at best and broken at worst.

Nostalgia
Sonic Adventure sucks dick but at least it's nostalgic
Sonic Adventure 1 and 2 were both solid games.
this is a bad post but i'm going to work with it.
i played sonic adventure for the first time last year in november. its obvious that its a 90s 3D game but it actually felt kind of advanced but barren at the same time. its hard to explain. but i enjoyed everything about it except the fishing levels with big. thankfully his story was short, 4 levels or so, and was done in under an hour. but fuck there is something incredibly comfy about starting up emerald coast and going fishing. the game wasnt as glitchy as i expected, everyone controlled well and had a good balance between feeling weighty but also floaty. holding jump really let you stay up in the air. music was fantastic, stories varied between what youd expect from sonic, action and quirks, to something more foreign and emotional, like amys or gammas. big is just a lazy guy who likes to go fishing and even his story and theme nailed that perfectly.
overall i'd have to give it an 8. the levels are good but there is no hook to them. the scoring system added later on made them much better to replay. its not as good as the hardcore autists would make you believe, but it is NOWHERE near as bad as the gamegrumps le epic Sup Forums reddit haters would make it sound either.
