Why were Rouge's stages so much worse than Knuckles'? Excluding Aquatic Mine, that is.

The only bad part of that stage was the first third, and even then it's much better on DX because of the free camera. The Lost World gravity puzzle was worse because of how fucked the camera was, and honestly Casinopolis is the worst stage in the game because they didn't program in good pinball physics.
Because Knuckles' stages were designed first (originally the only playable characters were Sonic, Knuckles and Eggman) so all of Rouge's stages got less dev time. Same reason why Sonic's and Eggman's stages are better than Shadow's and Tails'.

I still maintain that out of all of the shit Eggman has built and launched, the Egg Carrier is the best. Final Fortress looked too cartoonish despite being easily being a dozen times larger, whereas the Egg Carrier the moment you saw that big sumbitch come out from behind the cloudbank you knew immediately that it was a proper warship.
