Except there is, and it runs a bunch of games (Disgaea 3/4 for example) perfectly fine. Granted, you'll need a supercomputer to run anything on it at a half-decent speed.

Koei also seems to pick and choose what it ports to PC because PC has only gotten Samurai Warriors 4-2 but it doesn't have Samurai Warriors 4 or Samurai Warriors 4 Empires
