They fucked up by announcing it way too soon, still in concept phases. They're probably realizing that now.
They had the whole studio developing Witcher 3, which is only now concluding with the release of Blood & Wine. Meanwhile they had a small team working on Cyberpunk 2077, but you can't expect a small team to do a lot of progress in 3 years. They have most likely only been brainstorming and greenlighting gameplay concepts for full production.
Now that the Witcher 3 team is carrying over to Cyberpunk 2077, it's time to develop shit. What they had will most likely be reworked, either because it is dated or they learned new stuff with Witcher 3, and to do the game they'll need at least 3 years.

I read that they've been in development since Witcher 2 released, but also developing Witcher 3 (and all the DLC) during that time as well.
Also the teaser was a hiring ad.
Still, it's shitty to ""reveal"" a game five or six years before it's fucking released. By that time do you have any idea how powerful PCs will be by that time compared to Xbone and PS4? And of course they'll have to downgrade it so it works on those toasters, or, god forbid, pull a Rockstar and make us wait another 2 years.
I just want muh cyberpunk already, I played System Shock 2 and Deus Ex (the new one is going to be shit) so many times.
