A good Genji player will harass everyone much like Tracer does and avoid getting killed with his insane mobility. And when someone does a mistake that you can punish, it can be game turning. For example, reflecting a turret's fire back at its team mates.

Mei and Winston are her main "counters" but with mei when she starts gets slowed she can just Blink and all your progress of freezing her is gone. That's an oversimplification. Orb of discord isn't the only thing Zenyatta can do and it allows you to effectively "DPS" two targets at once provided your team is splitting their focus. You can discord someone while swapping your healing orb to someone else and doing damage to a second target.
Even if you're terrible you can toss a discord orb on someone you can't hit effectively and let someone else kill them quicker.
Your point would be 100% valid if not for the fact that Zenyatta can heal. Sometimes killing a target isn't as useful as keeping a teammate alive.
