nobody cares about a PS3 emulator because there are so few good exclusives to be played on it, namely Demon Souls, the rest is usually garbage or mediocre, but they're making good progress on it thanks to DirectX12, apparently

There are Xbox emulators, they're just not very good. The reason why we don't have a fully functional one is because:
1. There's nothing to learn from making an Xbox emulator, it literally uses the same architecture as PC and the same libraries as Windows games. This would actually make it easier to emulate but nobody seems to give a shit.
2. There are only a handful of exclusives, most of the games are Windows multiplats.

Programmers are human beings with their own motivations that may or may not want to work on projects and not everyone who is a programmer is instantly good enough to make a PS3 emulator.
If you want to understand why nobody has done it, start learning programming right now in order to make one yourself. You'll give up pretty quickly, not just because you're retarded but because it's pretty fucking hard and there's no incentive to do it.

Are you... Mentally retarded? To be able to emulate the PS3 without having a PowerPC architecture computer is impossible, impossible and even if you have one, it'd still be impossible cause you'd have to emulate the graphics and RAM as well. To simply emulate a console, you'd need a machine that's as powerful as the console you're trying to emulate and then some, and on top of that, a whole bunch of software trickery to make the games think they're running on the real deal. To put things in perspective, the Cell is a six core core PowerPC CPU, it's easier to emulate a PS4 than it is to even try to emulate a PS3 for that reason alone- our computers are native to x86, just like the PS4 is.

Because the PS3 has a weird architecture that makes it much harder to emulate (especially since most PCs nowadays use the x86-x64 processor architecture [currently led by Intel] while all three consoles of last generation used PowerPC processors). Sony can get PS3 games running on PS4 through their streaming service because they have the documentation and understand exactly how the PS3 works, while the fans making the emulators have to go on guesswork and trial-and-error to get it working.
