I didn't play VIII till much later, so XIII. I thought that game was going to be incredible. And it even got fantastic reviews.
Then I played it and kept thinking "It's gonna get better, right...?"
When I played VIII I had liked Squall for a long time and thought his design was really cool, then I played the game and very quickly hated the fuck out of him.
Design is still kinda cool though, same with Lightning.
XIII. VIII was infuriating instead.
13 hands down.
8 is the best FF
But I was disappointed by neither. I love VIII AND XIII. The Junction system in VIII is kind of cool and I adore the overall battle system in XIII. It puts more emphasis on timing.
8 was one of the best. Top 3 easy.
I had a love hate relationship with XIII, while going through VIII was agony. I took a long vacation with the game downloaded on my PSP and I was pretty much shooting to just get it over with after disk two, even though I stopped for some of the side quests like Odin.
Well, let's see:
Final Fantasy VIII was quite possibly the biggest launch in FF's history except for the likely big launch of FF XV coming up.
It went right after what many consider the best FF game (and undeniably the most popular one)
It was marketed to hell, far more than FF VII was, due to the stupid amounts of cash Square got for FF VII.
Release: It was just above average. Wasn't the second coming of christ like people expected it to. Sold poorly compared to FF VII. Most still thought it was alright though, and while a slight dissapointment, still a good game
FFXIII on the other hand...
It came out after FFXII, while it's my favorite FF it's possibly the most hated one (at the time) and many thought the series had gone on decline after the massive success of FFX not being followed up by either XI or XII.
It was basically one of the big 'next gen' games at the time and much like FFVIII it was marketed to hell and back. It also had the best graphics at the time which gave it a big marketing boost. It was also marketed as a return to form for FF that gave those wanting more FFX a boner.
Release. It's below average. FF fans hate it. Non-FF fans hate it. It was linear, mediocre, the battle system was even more hated than FF XII, it was awful, just about everyone thought it was the blunder of the century. It sold like hot cakes regardless.
Worst game is arguable. But most dissapointing? FF XIII, by far.

an unbearable cast
horrible ways to get magic (drawing or the card game)
a card game where the AI cheats
a poorly written love story
the plot went full retard, even by FF standards, on disc 3
levelscaling when no other FF had it

VIII is really not that bad, XIII is way worse.

Both games have linear and dull combat.
However, VIII's narrative is rich and rewarding because it can be interpreted with consistency. XIII is only occasionally coherent, and lacks VIII's sophistication.
But XII is the best one.

VIII was a mess. The Laguna shit is shoehorned in without being important at all, 2/3 of the cast is completely flavorless, and we're supposed to just lay down and take it when the game tries to sell us on the idea of a school for mercenary children in a world where only two city states exist. (as far as everyone knows)

Please do not liken MGS2 to that of FFVIII. Jack and Rose may have been equally insufferable, but at least by the end of the game they are still decent characters who act like actual human beings.

Rose was a bitch so early on I ended up skipping anything she said like half an hour into Big Shell
and Raiden was so unbearable/un-likeable/not decent in 2 that it took fucking MGR to make him a decent person

Truth is, looking back on the ff games.
The only decent one is 6. The rest if them are designed 12 year olds. Which was fine, but the fact that they are degrades the seriousness that they so brazingly try to be portray.

The dreams about Laguna act as premonitions about what Squall is about to face next. FFVIII likes the idea of cyclical time, and Squall and Laguna are an example of a non-literal loop where Squall stands for Laguna and Rinoa for Julia, (literally their descendants) and Ellone's involvement creates a new timeline where Laguna and Julia get together.
Also, FFVIII is fiction, the locations are part of the narrative and extensions of Squall's character that reflect his current situation and/or mental state. The game is specifically focused on Squall, he is the most important character and that's why most of the supporting characters are not portrayed with comparable complexity.
In fact, part of the problem in FVIII and FFXIII is that characters were often too serious, and other characters were bland tropey anime characters to compensate.

The scaling system was so unbalanced that the best way to play the game was to minimize exp gain. IMAGINE THAT, AN RPG WHERE YOU SHOULDN'T LEVEL UP
FF7 was weird as hell with shit like Honey Bee Inn, Cait Sith, Hell Houses and such just slapped on there like they were all perfectly normal. FF8 tried to clean the weird stuff up and ended up being too serious for its own good.

Important to note the question is disappointing, not bad. 13 is far worse. But 8 followed 7, which like it or hate it was the biggest hit the FF franchise ever had, and it was huge at the time. 13 followed 12, which was well received but not a huge hit. Which itself followed 11, which was barely in anyone's mind. Some considered the franchise dead after X-2 and 11 came out.
Listing 3 as one of the best is just being contrarian at this point.

My favorite thing about tactics is that I was pretty overwhelmed when I first started it, think it had too much going on and I was unsure of every decision I made
but eventually it clicks and you don't even have to think you just know exactly what you want to do and you manipulate that formerly overwhelming game's systems to work for you and it's the best feeling
the neat story is just a bonus

13 came after the critically mediocre 12, so the bar wasn't as high. 13 isn't really compared to other installments because there was such a long time gap

I was disappointed with FFVII
I owbed Die Hard Trilogy and Syphon Filter and a friend wanted to trade me games. I got FFVII and Bushido Blade from him and he got my games. Bushido Blade was cool, but FFVII bring my first JRPG left me disappointed as fuck. ATB system is boring as shit and some attacks took way to long animation wise. Not to mention the characters sounded retarded, especially Barret who has some made up dialect that I've never heard of.
7, it was 6 but stripped down then diluted for the masses.
Given the general age range of anons on Sup Forums, was there anyone here who had expectations for a video game released in 1999?
Tactics is better than all those, play it if you haven't yet.

4: DS version is balls to the wall hard. FF4 is the best starter 2D FF imho. Its a simple story yet a memorable one. The music when Cecil turns into a Paladin still gives me chills

I'd consider emulating the original, but with a War of the Lions patch.
It'll fix the translation and re-balance a lot of the more useless jobs/classes/abilities.
