I've been playing FPS since QWTF. I've played in many mixes, LANs and tournaments in my life for Quake, CoD 1, CS, TF2, Shootmania etc
Yes, there are some hiccups that occur in Overwatch, but for the most part the netcode is fine. This idea that tick rate fixes networking issues when you have other issues to think about like ping, packet loss, routing issues, jutter and shit is fucking retarded.
60hz out / 20hz in is fine for a casual game.

In CS, two if two players attack each other on the exact same nano second, only 1 player will die.
This isn't a decision made by the players and their input, it's a decision made outside of the players control by the server.
It's basically RNG, you will never know the outcome.
