The reason they're in New York out of nowhere at the end is there was a scene where they crash into it, but it was cut because of 9/11. They were damn sensitive about it
There was a game for the Dreamcast that was complete but got cancelled due to 9/11. The reason was that you could fly planes very close to buildings. Copies of the game were found and they were ready to be shipped, but I don't know how rare they are.
There was also a game for the Dreamcast which completed development in 1997 (first Dreamcast game ever) but it was never released because the wait of Dreamcast release caused them to lose the rights to the name of the game.

There was not only a lot of cancelled games, but entire changes in plot, direction, character, etc were changed in all forms of media.
Entire movies got cancelled cause of 9/11, even ones that were basically finished.
Even after a few years, things slowly started changing back to how things were pre-9/11. Explosions and airplanes, terrorists, etc were more accepted in artistic forms of media, while before they were outright banned.
The west took it way to overboard. I guess they are paying today for their actions....
I don't quite know exactly, but there was going to be a game called something like Six days in Falluja but people like pic related who would never in a million years play video games like it cucked the devs out of making it.

Some other changes were also implemented, for example an NPC in the hobo tunnel who would give you missions with chaos as the objective. One of these included flying a plane at Donald Love's building apartment.
