I've been a fan of Josh since I learned he was the director on New Vegas and every time I read his thoughts on game design I wish Bethesda had someone like him in charge who actually cares instead of Todd
I'll always respect Sawyer for adding situations in New Vegas that didn't force you to judge violent rape. There's at least two scenes with implied rape and murder committed by the Legion and the Powder Gangers, but the game treats it as this brutal "natural disaster" instead of having you go out and avenge these crimes or other nonsense like that.
I think the only rapist that the game really pushes you to kill is Cook-Cook, and that's mostly for the bounty and the NCR rep.

I actually think his games are competent and that he gives a lot of thought to each design decision he makes which is more than I can say about the majority of designers who just cargo cult. Ultimately, though, his games lack *feeling*.

I don't know how to put it. It just lacked atmosphere. Compare New Vegas to NEO Scavenger. Every fiber of NEO screams of the apocalypse, of what was lost, of the absurdity of it all. New Vegas feel like polished plastic plastered with the image of a pop idol.
NVR takes it to another level.
New vegas atmosphere is more wild west or vegas kind of stuff. If you want that kind of atmosphere you should check fallout 1 where the apocalypse is more recent. Fallout 2 and new vegas are more post post apocalypse where civilization is starting to come about again.
The mistake that a lot of people make is to say that New Vegas is a post-apocalyptic setting. It's more of a Western where the specific setting is fucked but other parts of the world are all right, like Shady Sands and other places out West.
Too much time and too much reconstruction has passed for New Vegas to still be post-apocalyptic.

It's definitely not as cohesive as Fallout 3, mostly because of development constraints and the limited deadline. I don't blame you for feeling that it's less polished since it really was less polished.

The absurdity of the fact that each companion has an in-depth, incredibly hard to unlock questline is infinitely pleasing to me.
There's just so much content in this fucking game that 99% of its players will never see.. really feels like a product of love.

As funny as that sounds, it really is post-post-apocalyptic. People even make comments that Shady Sands is so developed that it's a borderline recreation of how life was like before the War. Even Vault City in Fallout 2 is far, far more advanced than what you see over a century later in New Vegas.

Because they ignored all of the progression that happened over those 200 years and designed their game as if the bombs were just dropped anyways. Because they're incompetent.
It is one of my favorite games ever but it is definitely not for everyone. The interface is awful and the game is just ugly in many ways. It is unfair and poorly balanced. Despite all of that it is still one of the most raw, real experiences I had the pleasure of playing.

While I do agree with his and Avellone's philosophy about romances in crpgs just being lazy check lists, I do think it's an effective way of making you care about the character and I think PoE would've benefited from having them because it otherwise failed to make me give a shit. And before you pounce on me, I'm not saying that I didn't care about the characters because I couldn't romance them, I mean that it failed to make the characters interesting and likable enough for me to like them, and that romances could've probably saved them from that.
I mostly agree that most PoE characters were a bit flat. The priest and the mother were cool.
The Mother was grating because she droned on and on about shit I didn't care about and the voice actress they picked wasn't good and Durance was great on paper but they didn't really do much with him and his story was really poorly paced, so it ended up not mattering.
