also read up some color theory, the hair color is waaaayyy too close to the skin color and they blend together.

Drawing is part skill acquired over time and part natural talent. If you're good at visualizing things, just keep practicing and do some research and your art will improve. However, if you're shit at visualizing things just give up now; your art won't get any better.
Let's start with some ground work: What perspective are you going for? Top down? Side scrolling? Isometric?
Also, why didn't you actually draw her using pixels? It appears you tried to simulate the pixel style, but you free-handed it. I can clearly see inconsistencies.

Side Scroll. What actually happened is that I started out with actual pixels then sized it up and then I changed things at a free-hand scale and it became inconsistent after that stage.

If you're gong for a pixel style, then you should stick to the rigidity of the grid. Because it's the uniformity of the pixels which makes sprite art so oddly satisfying. Because it's a side scrolling game, you might want to draw the sprite at the angle in which she would appear in the game. The straight facing sprite isn't very important. And besides, what works front-facing silhouette, may not be what works in their side silhouette.

Ok keeping it consistent to the grid seems important so I'll try that. Definitely I'll try to do a side profile next then but the original reason I did a front-view image first is because imo it is easier to draw and my side-profiles came out even worse lol. I'll just need to practice more.

And remember to scale up and down in "nearest neighbor". Nearest neighbor blending keeps sprites crisps.

The challenge is I can see what I want it to look like but it's hard for me to grasp it well enough to draw perfectly. This is my issue with drawing. I'm kinda bad at visualizing but ya I don't even think the whole body is too good yet really haha The arms could use more volume to be slightly more consistent to the legs I agree.

There's no magic voodoo that applies only to pixel art so spend a decade or two just learning how to fucking draw.

Start over. No I mean seriously. You can do a minimalist and quirky cartoon design but you still aren't doing pixel art with what you have there. Generate detail with your color and shading work.
I'm definitely going to start over desu probably many times. I'm glad I could at least get something so far though.

It's because I didn't add any detail. Normally you would add a lot of detail which requires many pixels but my sprite so far has almost no detail making no need for more pixels.

I'm definitely not hiring somebody to draw it for me don't worry. Once I've learned how to draw properly it won't be as hard to start making detail and start using colors correctly.

Shit, you don't need to know how to draw to do pixel art, that shit is more a craft of hard work than art, so just visit the several tutorials and sites on the internet, study hard for 3 months or so, and then you'll be ready to make some pretty good 2D graphics.
At least three tones (where the light hit, the shadowed zones, and the normal ones) for those 6 colours.

What I'm saying is, it shouldn't LOOK amateurish.
A few simple techniques can elevate your game from "8-year-old Minecraft fan art" to "Pretentious", which is a massive difference. You'll never get to "X-Com: UFO Defense", but remember that first impressions matter and "Pretentious" is far, far superior to "Minecraft Fan Art".
More tones, more noise, more lighting. Break it up. Learn from the greats. Look at old games with excellent pixel art and try to work out how they did it. Get a consistent color palette.

Originally it was pixel-art then I changed somethings at the inflated scale so yes you are correct. Initially I drew it in pixel-scale though.
Keep in mind I'm just an amateur anyways and it's gonna take some time to improve. The one chance I've had to talk to a god-tier pixel artist the only advice he gave was "hate humans" which I still don't understand.

That's definitely good advice thank you. I think detail and shading are the most important issues right now but I'll see what other games did for a starting place.
Did a little edit. Don't think too much about it. I don't know what specifications the sprite needs to be in, and it's influenced by my own style, so it might not be useful to you. But maybe it'll give you something to consider.
I actually moved the eyes after inflating yes. Since I was using very low detail the iris was only 4 pixels so it looked to derpy to have a pupil in the corner so I just made new ones after inflating. This is an older version of the sprite but it's more pixelated.

First of all, her pupils aren't the same size as the rest of your "pixel"s so the whole pic looks wrong.
Upon closer inspection the white parts at the bottom of her pants are a pixel and a half thick which doesn't make any sense.
The fact that the dimensions of the pic aren't both multiples of 6 (which is the size of one of your pixels) is also concerning.
Strictly limit yourself to working with individual pixels, don't just arrange a bunch of squares and break the rules whenever you think it looks good.
You need to learn some kind of shading, for sure. Also everything is too square, just because you're doing "pixel art" doesn't mean that organic shapes should be made square past the pixel level. Her shoulders, most notably are guilty of this.
Something like pic related would be the right direction to go, though I'm not exactly a professional at this either.

You don't understand the differences between "pixelated art style" and pixel art.
Pixel art is an art about crafting detailed pictures with a limited color palette and where every pixel count, you'll NEVER grow the sprite afterwards to add details.
Also, in pixel art, sometimes, you should do manual AA.
"Pixelated art style" is just an art style that come from people who don't understand what pixel art was, what AA is and that sprites looked different for the screens they were built for.
Sorry, the guns are very good i'd say 8/10 and the guy is lesser like 6 or 7 the plane is 6 or 7 too but I'd say it's much better than anything I could do now so good job XD

I'm surprised people have drawn two parodies of my character. They both look incredible to me although the second one is more professional. The first one is still better than the original lol so I give it that.
The dilemma with eye position in low res pixel art, is a tough one. What most artists found out, is that you can draw the pupils taller than normal, in order to make the characters gaze appear even level. And then use blending colors to kind of shift the gaze up and down slightly.

It would be best not to say what games I play for my own credibility but on the other hand I don't like any of the games I play anyways and think their shit so I refrain from gaming recently not because I don't like it but because most of my games suck
Learn to scale your shit, that's cancer to look at because some of your pixels are getting scaled to 2x1 instead of 2x2
Overall not awful but the people in the middle are pretty iffy. The shading isn't bad but could use a highlight color and more/better/consistent anti-aliasing. The face would look better with 2-3 skintone shades instead of just black facial features.
