it's because, at least early on, the filmmaking is good. tight sequencing keeps the races exciting despite them being quite long relatively, creative shooting covers for the crude cg and lowish budget, and knowing when and where to use their licensed tracks made them much more memorable than they would be on their own (using the bach riff in back on the rocks like a musical sting for nakazato for example).

I just tested this meme with Outrun.
It actually makes the experience worse.
Outrun is all about freedom and focuses on the pure thrill of driving with the wind in your hair and a some girl-looking thing by your side. Eurobeat is too intense for this sensation. Outrun needs something a bit more easy to help it convey that sensation of pure freedom.
The start of Splash Wave in Outrun is exciting, sure, but after that start which coincides with the initial revving of the engines, it settles into this light, joyful routine and never gets anywhere near as intense as the average Eurobeat song.
