No, they were made up in WoW because the game needed a werewolf beast race for silverpine, then blizzard decided to make them playable by turning Gilneas into them.

Both were announced at Blizzcon. WoD had a big infodump at that german(?) convention but it's announcement trailer was at Blizzcon 2013

Fact of the matter is, they're not going to announce something like WC 4 at something other than Blizzcon. A trading card game and a dead on arrival expansion for a dying game as anomalies are insignificant.
