No, it's a form of aim assist on hanzo that bends shots towards the target. If it were a problem with the hitbox then every character would be able to do the same thing, not just hanzo's arrows.

That's not auto-aim, that's HUGE hitboxes.
I'm impressed at how large those hitboxes are, but not all that surprised. The low tick rate was really all you needed to know to know that Blizzard didn't intend the game to be a competitive shooter. The tick rate is completely unacceptable to anyone with any standards when it comes to FPS.
It's not the arrows. It 's the hitzones on the characters.
They have different hitzones for hitscan and projectile weapons.
Just go on the shooting range and try out different characters.
Also try to shoot past walls or objects, you can shoot pretty close past edges.

It's called spray control. You aim at the head then gradually pull down to counter the recoil making the shots go up. It's a skill in fps that doesn't exist in baby games like CoD and Overwatch where recoil doesn't exist and all you have to do is hold down the mouse button to spray :^)

if the hitboxes weren't this big than snipers would have a very hard time hitting headshots
I can understand why they would make the hitbox so large for hanzo's arrow. They probably tested it with a small hitbox and found it was ridiculously hard to shoot accurately with the arrow travel and drop. I think the hitbox is partially justified because otherwise hanzo would be ridiculously underpowered and annoying to play, especially with all the petite heroes like widow and tracer. I'm just pissed off that you can shoot someone behind cover. I'm sure everyone who plays sniper has had to deal with being killed by a hanzo while sniping with cover at some point. I noticed it a lot and always just assumed it was lag and that the arrow hit me while I was peaking, not when I was behind cover. There's not even a point to using cover to your advantage as sniper anymore when a hanzo can just shoot next to the cover and get a headshot. If blizz could make it so the arrow can't hit something behind cover, I would be ok with the large hitbox, but I don't know anything about game development so maybe that's really hard to accomplish.
Also, I'm assuming it's just the hitbox of the arrow that's huge, right? Or is widowmaker's hitbox large as well?

I play a lot of hanzo and I've never once gotten a kill like this, most of the time I see the arrow miss my target when I think it should have hit him

Overwatch is a sad joke, and poor hitboxes are low on the list of serious problems the game has if it wants to be taken seriously.
I don't really understand how there can possibly be heated discussion about a shooting game with stuns, wallhacks, and aimbot as core mechanics built in.
It is a casual game for casual players, meant to make them feel special and powerful because they never feel special or powerful in games like CS:GO which require a huge time investment and talent to be good at.
The balance crying will amount to very little in hitbox department. Blizzard will engage in a buff/nerf cycle for heroes to appease whiny masses, but the game will stay 20 tick, and projectiles will still be the size of beach balls.
Maybe it's because enemies you face are moving? The aim-assist is probably to account for the fact the low tick-rate means hitting someone moving in the face with a projectile would always whiff because they're never where you actually see them.
