No, it just seems like Kojima might have a few issues with women based on how he depicts them in his games.

-Sniper Wolf exists to die a silly death
-Naomi betrays you
-Female characters in MGS2 are pretty much nonexistent
-Both central female characters in MGS3 have their jumpsuits zipped down to their navel for no reason
-The Beauty and the Beast Unit in MGS4 exist to only have ridiculous traumatic backstories and then devolve in to pathetic wrecks in skintight jumpsuits that are distastefully ogled at by the camera.
-Mistral in MGR being nothing but a sexual weirdo
-Quiet's everything, her awesomeness in-game being upstaged by the sexualization
-Pervy easter eggs and weird photoshoot sections in several games

No, you get rewarded for submitting to Ocelot because Otacon gives you his stealth suit. Meryl dying is just a consequence of this. The ending is also similar, except you ride off into the sunset with Otacon instead of Meryl

Sniper Wolf exists because it's a video game with boss fights. By that logic Vulcan Raven also exists to die a silly death. If you want to get autistic about this, though, she reinforces the idea about Snake and everyone else being seen as little more than tools for the military. She also gave Otacon a more tragic element to his character

Except meeting the Beauty and the Beast unit when they don't have their armor on is more creepy than titillating. There's an intentional juxtaposition from how attractive they look outside but how disturbing they act.

I think Kojima has a good track record when it comes to female characters (at least the main ones). Meryl, Eva, Boss, Sunny, Olga were all cool characters. The B&B unit and Quiet were dumb fanservice but they weren't really important to the plot so who cares.
