I will say only that, having played through the DLCs recently, I think you should start at like level 15 and go through them all in release order. You could probably even start sooner than that. Just don't make the mistake I did, going into Lonesome Road with a level 45 character killing everything in one shot from the Holorifle.

Honestly I felt NV had worse atmosphere for a while. I don't really know why, I guess 3 resembled an actual post apocalyptic setting a whole lot better than NV (because Fallout isn't supposed to be post apocalyptic) and the Capital Wasteland seemed to be more filled than the Mojave.
Both had great music though. Maybe I just think that because listening to the same songs over and over again on console made me go crazy.

Get back, and pick a side. Then, you'll want to do OWB when the game sends you back to that side of the map (which it will if you're doing Veronica's or Cass' quests). When you get back, work your way up to Arizona Killer/whatever the gay alternative is. If you kill/fail to save Kimball, it serves as a perfect excuse to leave the Mojave and visit the Sierra Madre. Get back, resolve everything, then head off for one last confrontation in the Divide.

DLC order you should play in (for level and lore purposes): Honest Hearts, Old World Blues, Dead Money, Lonesome Road.
You can play them as long as you play them before the final battle of Hoover Dam and you'd do well to play them before fully committing yourself to 1 faction. You should be pretty familiar with every faction before playing the DLC though.
