With these founder editions, no they are identical.

The aftermarket ones will come a little later with slight differences, e.g. already overclocked, custom coolers, etc, but the basic card is the same.

When i built my rig back in 2014 I got an 15 because games didn't support hyperthreading well enough to justify the price difference between an i5 and it's equivalent i7. Back then unless you really wanted faster Civ 5 turns or something you were better off with an i5.

1200-1400, depending on how much you want to skimp out on getting a nice looking case, aftermarket cooler/AIO, an SSD etc.

If you cheap out on the case, RAM, mobo, don't buy storage, and use a budget or stock cooler you could even bring it down to 1k

6700 is overkill for gaming though, a 6600k with a nice board and cooler for overclocking would be money well spent

Don't be poor. The i7 is a higher binned chip and come DX12 and Vulkan's primetime, it'll perform far better than an i5.

I just looked at some more recent benchmarks, some newer games have a small (no more than 10) FPS boost with an i7 compared to an i5. If an extra 100 dollars is worth that (can't really put those towards the GPU since you're already getting the highest end one available) then go ahead.
also, don't get 16 gigs memory. Gaming doesn't use more than 8.
