Part of the reason it looks worse is because they cluttered the maps with more shit rather than focus on the clean lines and simple geometry of the first game. More shit to render = worse performance.

If you actually manage to do your research, you'll see that the game runs fine even on console hardware. OP's post is about a specific problem regarding Nvidia's GPU memory, which is faulty and can't handle high resolution textures (just like with Shadow of Mordor)

It actually uses less than 4GB VRAM at Hyper, as you can see in pic related. The problem is specific with the 970, which seems to be defective in the memory department

Optimisation means fuck all when you've got investors pressuring you to get a product out within 2 years. They could spend the extra time and money to make it run great on crap hardware but it wouldn't make a shit bit of difference to sales and the game would make the same amount of money. These games are literally made to be played for a few months, makes a shit load of money from the marketing hype and then be forgotten.
