That's not really cheating. That's just having superhuman knowledge and reaction time. There are cases in fighting games where CPU opponents do literally cheat, in that they pull things off that the game simply will not let player-controlled character, even a TAS one, pull off. Comboing moves that shouldn't be able to combo, etc,

It's literally impossible to beat the final boss on your own without many losses and extended guesswork, because of the very last button you have to press and the fact that you have no idea when to press it.

This dickface will randomly interrupt your race as if he's a challanging player if you've won too many consecutive matches. He will always win the first race "to teach you humility" but after that he becomes beatable.
Likewise his kid will turn off his headlights and pretty much teleport behind you to make your race function like the mangas.

There's a lot about the Sans and Flowey fight that are straight up cheating. If refusing to take his turn so you can never take yours isn't cheating, I don't know what is.

There is no such thing as a true RNG. There's RNG tables that the computer picks from, but it's impossible for a computer to give you a truly random number.

Its also been proven that mobs that have a time challenge to them, ie 'Hit with a Brave attack in 15 seconds' do nothing but read inputs until the bonus expires. The final boss of the game is nigh invincible, and again the game shows you this
the final boss of Bravely Second can attack you when you are selecting your attacks. It being a turn-based JRPG means that can get you pretty fucked up
