It's simple. Xbox is a platform, not a console. They don't care where you play the Xbox games.
They are killing off Xbox brand. After Scorpio will flop (oh it will, those gpu specs hint at minimum $450 price per unit by next year) and even with that they will be selling it at a loss

They're doing what consoles should be doing. Instead of trying to compete with PC, they're treating Xbox One as a system to use when you want a cheap gaming platform but don't have the time or care enough to build a PC. Or if you're too poor to afford some overpriced premade just for vidya.
Windows 10 has the Xbox app built into it and all the games will use it, and it'll have crossplay on some games. A Windows 10 PC looks like it'll become the unhinged Microsoft console without any limitations. So basically, you get what you pay for.
I like it better than fucking over PC at every turn with exclusives. Sony should do the same.
