Do your research on them. Usually refurbished is fucking fine. The truth is that even 'new' shit has plenty of defects at times so 'used' can actually be better just because someone actually put some time testing it out.
A certain percent of people always get screwed just because of how complex this whole system is but chances are that won't be you if you are buying from someone with a decent rating.
If you're concerned with security buy the fucking OS. If you can't afford it then I don't know why you believe having an eval version is better. Hackers know the most updated versions the best because people with money are the ones they are hacking, which is why updates need to come out in the first place.
You'd be better off running fucking vista like me, which so many use and is so well known by hackers they go after soft targets only.

Dude dont fucking buy an i5 3330. Sandy bridge is outdated as fuck. It is 4 YEARS OLD right now. Try something newer, Haswell is the bare minimum, try getting skylake if you can. An i5 4440 should be around the same price as the 3330, and it is much newer.

What? You can match console performance at €400 and then build something exponentially better for €600-800. €1000 is a fucking 1070/980TI build.

The 845 is based on excavator so it has better ipc than the 860k.

You can use baseclock to oc the 845 to 4.0ghz and it runs cooler than the 860k I think.

The x8 pcie gen 3 doesn't matter for single gpu

You probably cant exactly match console performance (in games) for 400eur, but for 500-600 you can get a decent PC. And on PC you can actually choose between performance and graphics, unlike on console where most games are locked to 30fps.

Or you can just spend a bit more, or upgrade later, and have both the nice visuals and high framrates

Also from what I understand AMD having outright bad drivers isn't really all that true anymore. They just have never had the software engineering backend to compete with Nvidia in fixing Dev's code (nvidia rewrites shaders) and having per game hacks to deal with the fact that game devs in general DO NOT write directx/opengl code to correct specifications.

Dx12 and Vulkan are going to force devs to learn how to actually write decent code and any optimizations nvidia shills to get a dev's code more in line with specs should end up helping performance on amd cards too

I'll be getting a 1070 within the next few months but this card has served me well.

In a few months a build with an RX460/470 and whatever Zen CPU will compete with the Pentium will offer far better performance than a console while staying within the €400-500 price range and allowing for a decent case and good quality seasonic PSU.

You could probably run it with the settings cranked down but you might want to consider a new build. You're on 7 year old hardware.

You can reuse the storage, ODDs and RAM. The case, too, I suppose. Upgrade the rest.

Then I'd seriously consider an upgrade, no idea whats your budget, but that CPU isnt even hizzing the minimum sysreq for witcher 3.
But if you are upgrading your cpu then you will also need a new mobo, and even RAM if you are going skylake. You will also need a new GPU.

No need for an entirely new build, just keep the HDDs, optical drives, the case, and possibly the ram. As for the others, you will have to upgrade them.

I wouldn't recommend reusing DDR3 ram with Skylake here/Zen around the corner. PSU you might get away with upgrading later on if you bought quality. Case should be fine too only you might have to do some slight jury rigging to get an SSD into an old case.

Really depends on where you live, I live in a small country so I just usually look around on the local hardware forums, there's a bunch of people selling stuff there.
Because it is a forum it's really easy to do a background check on the seller as well.
I have bought quite a few used parts this way (not just GPUs), it worked out well so far.

Their advice is shit. You're the guy with the i5 right? Does it even reach 100% in games yet on the cpu side? Is it even overclocked? If I were you I'd wait for the rx 490 and then put it in and see if it bottlenecks. If it doesn't I'd then upgrade my cpu.

I'd recommend a 1070 but I get the feeling the 490 is gonna beat it in a few months and if this pc is long term, waiting is not a bad idea to get a full view of things.

I pretty much buy everything used other than SSDs/HDDS and PSUs. You gotta be careful with those.

Also never buy cards that were used for bitcoin/litecoin mining. Those can die on you anytime.
