There was a debate around activating them in the water as "a show of power," which would fill that role, but again, that wasn't the only reason for using them. Japan had converted nearly its entire civilian population to a makeshift militia. They were arming their children with sticks. So zealous were the Japanese people that defeated towns would commit mass suicide (including children) at the dishonor, which was a huge fucking moral loss for the US soldiers. The estimates for the loss of US life in a ground attack were absurdly high. Whether those estimates were true or not is still debated, but that is the information that was given. Dropping the bomb on a city would hopefully break Japan's back, greatly reducing the cost of lives on both sides. That was the hope.
