Make sure you have New Vegas Script Extender installed properly.
If that doesn't help go through all your mods and find compatibility patches.
If it all seems in check, start uninstalling mods one mod at a time to see if the game will work. I'd start with heavy game changing mods. Looking at your mods, start with base building Fallout 4 style, or New Vegas Enhanced Camera (I've actually had issues with Enhanced Camera before. Not what you have now though.)
