It fell into the trap of a lot of open world games. Having big levels, but not a lot to do in them besides limited scripted events, which were limited even further in this game by having to select levels. Combine that with a dull hub, poor/little exposition (where it counted), lack of cutscenes, and lack of involvement from supporting/antagonizing characters.

What you're left with just feels like an incomplete game with above average gameplay.
