Not him, but the parts aren't essential for anything, I don't see what the problem is with them being random for which one you get after one of the eight mavericks, or at least I always assumed it was random.
Also the space colony thing is kinda bad but you have pretty damn low chances of it failing if you get all the parts, and its only really bad if you only used Zero.

It's not random, though you won't be able to choose them without a guide.
The problem is that you won't get them unless you defeat a level 8 boss, and to do it you must reduce your time left by 7 hours.
You have to enter a stage and then just leave 7 times. How are you supposed to know this? Why is this retarded process necessary?
Being able to collect only half of those parts is also a major let down.

X5 was fine. The biggest problem (IMO) was that Zero's abilities were just a remix of X4's. IRRC his triangle-up and triangle-down were element swaps. A weird up-ice-slash and a down-flame spike I think?
