I am convinced games like Witcher, Skyrim etc. only has it to avoid lagging and shit when you open your inventory. Witcher 3 inventory already starts lagging when you open it at endgame due to all the potions and alchemy ingridients with no weight. Just too much data I guess?
In any case, it serves no real purpose in gameplay except to be annoying.
The Gothic games had no weight limit and they were still perfectly immersive.

The idea is that you shouldn't be able to carry every single item and should have to plan ahead to bring what you need for the situation.
The games are never designed that well though so there usually isn't any need too or you arent capable of scouting/gathering info on whats up ahead.

Problem with RPGs is that they add weight to reagents and the like and then expect you to hold on to 50 faggotswine teeth you fought in the starting area so you can craft an endgame weapon with them. Then its just annoying since you cant sell everything blindly to make space.

Quest items don't actually weigh anything in Skyrim. Empty your inventory of everything else and you'll see you're at 0 weight. Should be same in FO4.
